Is IP inherently insecure? I don't think so. It's just well known so people know how to build tools to manipulate it. Just like the Internet has security standards that were built into the network, the power grid will need them, too. The discussions are already underway and will play a big role in building out the smart grid.

The danger of IP is that it's open and relatively insecure if you're talking about the power infrastructure. If we go with that, then we'll have to build security into the network -- something that may need standards and committees on its own.
