Microsoft has a real mixed-history of creating lightweight control layer protocols for home automation and white-good networking. They initially had a variant of UPnP which they abandoned for smart-home and have since been half-committal to creating new ones. I think the opportunity and momentum for smart grid is finally pushing the software giant to get serious about this market.
