Instead of having a big data center, IT shops can have combination of internal cloud to service normal loads and get the external cloud for peak loads or spikes. So the Budget can get split to fixed expenditure and variable expenditure. The variable part will  get interesting, were companies can hire software for particular jobs like BI or other business related data.</description>
