New antipiracy legislation recently proposed in Congress and known as the Stop Online Piracy Act (SOPA) could force YouTube and other "user-generated content" sites to take content down, even if that content has not been proven to be infringing. Experts in freedom of speech and creators of the modern Internet like Vint Cerf argue the legislation would fundamentally impair the way the Internet functions and would impose unreasonable (and possibly even unconstitutional) sanctions on free speech on the web. Does an alternative solution exist? Those behind the OPEN Act hope so.
